السودان تعلن إطلاق منتدى سكان جبال النوبة.

1- نقطة حاكمة :

أبلغ زعماء جالية النوبة السفارة الأمريكية بالقاهرة أنهم أنشأوا منتدى دولي دائم لسكان جبال النوبة للنوبيين النوبة الأصليين (منتدى النوبة) لحماية ومناصرة شعب النوبة و التى يعتقدون أنها في خطر في ظل نظام الحزب الوطني ومقرها القاهرة وإن قادة النوبة المتمركزة في القاهرة تتخذ أسلوباً حذراً إزاء تسجيل الأعضاء المحليين للمنتدى عن طريق الأدلة والترصد.

يدعم المنتدى المرشح لرئاسة الحركة الشعبية ياسر عرمان ولكنهم سيقاطعون الانتخابات البرلمانية لأنهم يعتقدون أن عدم اكتمال تعداد النوبيين يعيب ذلك.

المنتدى يدعو لسودان كونفدرالي موحد ولكن يقبل بالانفصال الذي من المرجح أن يحدث ويستعد لدفاع عنيف عن حقوق النوبة تحت أي سيناريو.

سيقوم المنتدى بزيارة منطقة جبال النوبة وسيجتمع مع زعماء النوبة .

 

2- تعليق السفارة: 

غير مؤكد حول منطقة جبال النوبة لأن ذوي الصلة بنا من السودانيين قلقون أن تصبح المنطقة نقطة صراع ملتهبة فى السودان.

3- نور الأنبياء أبو رايدة شمايلة والقادة المحليين بالقاهرة:

أوكلونا لإعلان إنشاء المنظمة في يوم 2فبراير (ملاحظة : شمايلة هو أيضاً عضو أمانة الحركة الشعبية) .

أبلغنا أن ممثلي النوبة في السودان واستراليا ومصر وفرنسا وكينيا وليبيا والنرويج والمملكة العربية السعودية والولايات المتحدة قد قررت إنشاء منتدى لحماية والدفاع عن حقوق الشعب النوبي .

وقال إنه يستند في جدول أعمال المنتدى إلى إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية وقال شمايلة منتدى النوبة قد افتتح رسمياً مكاتب في النرويج وفرنسا والسويد، وتخطط لفتح مكاتب لها في المستقبل القريب في معظم البلدان المذكورة آنفاً باستثناء السودان وربما مصرحيث أن أمين صندوق مكتب القاهرة موجو خليفة قلقاً من الناحية الأمنية.

4- قال مدير العلاقات الخارجية بمكتب القاهرة, مبارك ماناكادن :

إن أهداف المنتدى هي الاعتراف بهوية النوبة والحق في الحفاظ على اللغة والثقافة النوبية والتأكيد على ملكية النوبيين للأراضي والموارد المحلية والحق في تقرير المصير والتي هي في خطر فى ظل نظام الحزب الوطني الديمقراطي.

وقال شمايلة إن نموذج الحركة النوبية يجب أن تحصل على حقوق مماثلة للتي حصل عليها السكان الأصليين في إستراليا في الوقت الحاضر.

5- نهج حذر فى مصر:

وقال خليفة إن مكتب منتدى النوبة بالقاهرة يعمل مع التحالف الدولي للمنظمات غير الحكومية لتنظيم حلقات دراسية لرفع مستوى الوعي لدى شعب النوبة لحقوقهم بما في ذلك ملكية الأراضي والمساواة ومع ذلك ، قال شمايلة إن المجموعة أوقفت تسجيل الأعضاء الجدد في مصر وزعم أنه تم اختراق الموقع ورصد المكالمات الهاتفية لقيادتها.

خليفة يعتقد أن الحكومة المصرية مهتمة بأنشطة منتدى النوبة لأنها يمكن ان تحفز النوبيين في مصر للمطالبة بحقوق مثيلة للسكان الأصليين وإن نشاطات منتدى النوبة يمكن أن يؤدي إلى عدم الاستقرار في منطقة جبال النوبة والتي من شأنها أن تهدد قوات حفظ السلام المصرية الممثلة في الأمم المتحدة.

6- المنتدى يساند عرمان فهل يقاطع الانتخابات البرلمانية:

صرح شمايلة إن المنتدى يدعم ترشيح ياسر عرمان المرشح لرئاسة البرلمان من قبل الحركة الشعبية ومع ذلك قال إن منتدى النوبة سيقاطع الانتخابات البرلمانية لأن التعداد الشامل للنوبيين لم يكتمل وتوزيع المقاعد النيابية لا يعكس تأثير النوبيين في جنوب كردفان.

وفقا للمتحدث الرسمي بمكتب القاهرة محمد جمعة سليمان إن النوبة سوف تحصل على 2- 10 مقاعد في البرلمان مخصصة لجنوب كردفان فقط في حين أنها تضم ما يقرب من 60-70% من السكان وأضاف أنه في إطار الاعداد البرلمانية الحالية سيكون للنوبة صوت منخفض في المشاورات العامة التي يمكن أن تؤدي إلى تقرير المصير.

7- الرغبة فى سودان موحد والتحضير للنزاع :

على الرغم من القتال إلى جانب الحركة الشعبية في الحرب المدنية الماضية قال لنا شمايل أن شعب النوبة تربطه علاقات تاريخية بشمال السودان.

ولهذا يؤيد المنتدى سودان موحد مع نظام حكم لا مركزي إتحادي من شأنه منح حكم ذاتي للنوبة على منطقة جبل النوبة.

ومع ذلك، قال لنا إنه اذا انفصل الجنوب، سيقوم منتدى النوبة بالدعوة للحصول على حقه في تقرير المصير بمقتضاها يجب أن يقرر النوبيين ما إذا كانت مستقلة, جزء من الشمال أو جزء من جنوب السودان.

وصرح أن حرمان النوبة من حق تقرير المصير يمكن أن يخلق "دارفور أخرى".

قال شمايل إن النوبة لديها 25000 جندي في الأبيض مكرسة لحماية حقوق النوبة.

8- هل يزور جريشن جبال النوبة :

إدعى شمايل أنه تم تجاهل منطقة جبال النوبة من قبل وكيل الأمين العام للولايات المتحدة وشجع جريشن على المجيء إلى المنطقة وسيجتمع مع زعماء النوبة.

وقال شمايل إن المنتدى القيم يحتاج لدعم الولايات المتحدة لمساعدتها على حماية حقوق الإنسان في النوبة.

SUBJECT: Sudan: Launch of the Nuba Mountains People's Forum

1. (C) Key Points:

  

-- Leaders of the Nuba community informed Embassy Cairo that they

have created the International Permanent Forum for the Nuba

Mountains Indigenous People (Nuba Forum) to protect and advocate for the rights of the Nuba people, which they believe are in danger under the NCP regime.

  

-- Cairo-based Nuba leaders are taking a cautious approach to registering local members of the Forum alleging evidence of

surveillance.

-- The Forum is supporting SPLM presidential candidate Yasir Arman,

but will boycott parliamentary elections because they believe the

"incomplete census" disadvantages the Nuba people.

-- The Forum advocates for a unified, confederal Sudan, but accepts that secession will likely occur and is preparing to aggressively defend Nuba rights under any scenario.

 -- The Forum would like S/E Gration to visit the Nuba Mountain

region and meet with Nuba leaders.

 2. (C) Comment: Uncertainty over the Nuba Mountain region has most

of our Sudanese contacts worried that the region could become the

next "flashpoint" for conflict in Sudan.

Creation of Nuba Forum to Protect Nuba Rights

3. (C) SYG of the Nuba Forum Nour Elanbia Aburaida Shemaila (protect) and local Cairo leaders presented us with an announcement of the organization's creation on February 2. (Note: Shemaila is also a member of the SPLM National Secretariat.  End Note).

Shemaila informed us that Nuba representatives in Sudan, Australia,

Egypt, France, Kenya, Libya, Norway, Saudi Arabia and the United States had decided to create the Forum to protect and advocate for the rights of the Nuba people.  He said the Forum's agenda is based

on the United Nations Declaration on the Rights of Indigenous Peoples. Shemaila said the Nuba Forum has officially opened offices in Norway, France and Sweden and plans to open offices in the near future in most of the aforementioned countries except Sudan and possibly Egypt, where Cairo office Treasurer Mojo Khalifa (protect) worried about "security concerns."

(C) Cairo Office Director of External Relations Mubarak Manakaden (protect) told us the Forum's goals are the recognition of the Nuba identity, the right to preserve and teach the Nuba language and culture, ensure that the Nuba people have ownership of  land and local resources and the right to self-determination, which

are in danger under the NCP regime.  Shemaila said the model for

the Nuba movement would be to obtain similar rights as the Aborigines have in present-day Australia.

5. (C) Khalifa said the Cairo office of the Nuba Forum is working with the NGO Habitat International Coalition to organize seminars to raise the awareness of the Nuba people on their rights including land ownership and equality.  However, Shemaila said the group has halted registration of new members in Egypt and alleged that its website was hacked and leadership phone calls were monitored.

Khalifa believes the GoE is concerned about the Nuba Forum's

activities because it could "stimulate the Nubian people in Egypt to ask for similar indigenous rights" and the Forum's activities could create instability in the Nuba Mountain region, which would threaten Egyptian peacekeepers deployed to UNMIS.

Forum Supports Arman, Will Boycott Parliamentary Elections

6. (C) Shemaila stated that the Forum supports the presidential

candidacy of SPLM Parliamentary Head Yasir Arman as "the last chance for unity."  However, he said the Nuba Forum will boycott the parliamentary elections because a complete census did not take place among the Nuba people and the resulting distribution of     parliamentary seats would not reflect the influence of the Nuba population of South Kordofan.  According to Cairo office Information Spokesman Mohamed Gom'a Suliman (protect), the Nuba

will only receive 2 of 10 parliamentary seats allotted to South

Kordofan, but comprise approximately 60-70 percent of the

population.  He added that under the current parliamentary setup,the Nuba will have little say in the public consultations that could lead to self-determination.

Desire for a United Sudan, Preparing for Conflict

7. (C) Despite fighting on the side of the SPLM in the last civil war, Shemaila told us that the Nuba people have historical ties to northern Sudan.  He stated that because of this, the Forum supports

a united Sudan with a decentralized, confederal system of governance that would grant the Nuba autonomy over the Nuba Mountains region. However, he told us that if the South secedes, the Nuba Forum will advocate for its right to self-determination,in which the Nuba people should decide whether to be independent, part of the North, or part of South Sudan.

He stated that the denial of Nuba self-determination would create "another Darfur."

Shemaila said the Nuba have "25,000-soldier army" at Al Abayad

dedicated to protecting Nuba rights.

S/E Gration Should Visit Nuba Mountains

8. (C) Shemaila contended that the Nuba Mountain region has been ignored by the USG.

He encouraged S/E Gration to come to the region and meet with Nuba leaders.  Shemaila said the Forum values and needs U.S. support in order to help it protect the Nuba's human rights.

SCOBEY
